Use comparative adjective plus als for inequality, and so plus the basic adjective plus wie for equality.
One contrast, not a prediction about every learner
English than in an unequal comparison corresponds to German als. The equal-comparison frame as ... as corresponds to so ... wie; standard German does not use the same connector for both, although comparative wie occurs regionally.
Individual experience, dialect and other languages you know can change which comparisons help. Use the contrast to notice a German choice; do not treat it as a label for a whole group of people.
