Look more closely
For a past requirement, change the modal: musste geprüft werden. Do not add wurde to the same verb group.
Start with Die Technikerin muss den Plan prüfen. Make den Plan the subject: Der Plan muss geprüft werden. Only muss is finite; geprüft and werden stay unchanged. In a reason clause, move that finite modal behind them: weil der Plan geprüft werden muss.
