The idea
In a passive, the participle can move to position one for emphasis: “Geliefert wurden …”. The verb wurden agrees with the plural subject Hüllen. Statt can link two nouns in the same case, like a conjunction: blaue statt schwarze Hüllen. Abweichen (separable) means to differ. Die Stückzahl is the number of pieces. “Bis zur Klärung” means until clarified.
Other ways to say it
“Die Hüllen sind in der falschen Farbe gekommen.” – Neutral and simple; good for spoken reports.
“Bestellt war Schwarz, geliefert wurde Blau.” – Neutral and crisp; contrasts order and delivery.

Watch out
“Die Menge stimmt, nur die Farbe weicht.” → “Die Menge stimmt, nur die Farbe weicht ab.”: Abweichen is separable, and the prefix ab must appear at the end of the clause. Weichen alone means to give way, which makes no sense here.
