The idea
Erfahren means to find out or be told. The indirect question “wann eine Rückmeldung vorliegt” sends the verb to the end. Vorliegen (to be available, to be on hand) is formal and common for results and documents. Zuständig means responsible for a matter, a key word in German administration. “Ich kann … nicht bestätigen” politely says that something is outside your knowledge.

Watch out
“Wie erfahre ich, wann liegt eine Rückmeldung vor?” → “Wie erfahre ich, wann eine Rückmeldung vorliegt?”: Wann here introduces an indirect question, which is a subordinate clause. The verb goes to the end, and the separable verb vorliegen joins up again.
