The idea
Gelten für + accusative (to apply to) is the key verb: Die Regel gilt für alle. Its forms are irregular: es gilt, es galt. Teilnehmen an + dative (to take part in) is separable: Mein Kind nimmt an der Musikgruppe teil. Der Empfängerkreis means the group of recipients. Gemeint sein (to be meant) is a handy passive: Welche Gruppe ist gemeint? In an indirect question after prüfen, the verb moves to the end.
Other ways to say it
“Ist die Nachricht nur für die Theatergruppe gedacht?” – Names the suspected group directly; gedacht sein means intended.
“Betrifft das auch Kinder aus der Musikgruppe?” – Short follow-up for a chat; betreffen means to concern.

Watch out
“Mein Kind nimmt in der Musikgruppe teil.” → “Mein Kind nimmt an der Musikgruppe teil.”: Teilnehmen always goes with the preposition an + dative. In is a natural guess from English “in the group”, but with teilnehmen it is wrong.
