The idea
Sich beziehen auf + accusative is the verb for what a date or rule refers to. Der Versand is sending, der Eingang receipt. Hervorgehen aus + dative (to be clear from) is separable: Das geht aus dem Satz nicht hervor. Eine Frage an jemanden richten means to address a question to someone. Sich verlassen auf + accusative means to rely on.
Other ways to say it
– Asks plainly whether it must arrive by then.
– Checks whether posting on that day is enough.

Watch out
Without the right preposition, verlassen means to leave, so the sentence becomes confusing.
