The idea
Write formally with Sie and the order number in the Betreff. The passive with a modal (“kann … geändert werden”) focuses on the change, not on who makes it. “Noch” signals that time matters. “Bisher nicht erhalten” explains why you think it is possible. Give conditions politely: “Nehmen Sie die Änderung bitte nur nach eindeutiger Zuordnung vor” protects against mix-ups. “Eine Änderung vornehmen” is a formal phrase for making a change.
Other ways to say it
“Ist es noch möglich, die Lieferadresse zu ändern?” – Neutral and simple question with a zu-infinitive.
“Bitte liefern Sie die Bestellung an folgende Adresse.” – Direct formal request; only if you know it is still possible.

Watch out
“Kann die Lieferanschrift meiner Bestellung noch geändert sein?” → “Kann die Lieferanschrift meiner Bestellung noch geändert werden?”: An action passive uses werden. Geändert sein describes a finished state, so it does not fit a question about whether the change can happen.
