Fractions and decimals express parts and measurements; 半 also means half.
The idea
For a fraction say the denominator, 分の, then the numerator: 三分の一 is one third. Read 点 as てん and each following digit separately: 一点六五 is いってんろくご. 半 follows a unit in 一時間半.

- ケーキの三分の一を食べました。I ate one third of the cake.
- 水を二分の一リットル入れます。Add half a litre of water.
- 参加者の四分の三が賛成しました。Three quarters of the participants agreed.
- この箱は零点五キロあります。This box weighs 0.5 kilograms.
- 身長は一点六五メートルです。My height is 1.65 metres.
- 会議は一時間半かかりました。The meeting took an hour and a half.

Watch out
Do not reverse the fraction: 三分の二 is two thirds, not three halves. After the decimal point, 六五 is read ろくご, not ろくじゅうご.
