The idea

二人 refers to Tanaka and the friend. 行きたいです expresses where they want to go; でも introduces the rain, and 行きません tells you they do not go to the park. そのあと moves the story on to the next event.

Watch out

A wish is not the same as an action: they want to visit the park but actually go to the library. Keep Tanaka’s cat book separate from the friend’s travel book.
