Ask a neighbour for the details of a local festival.

The idea

いつ asks when; どこで asks where an activity takes place. 何時から asks the starting time, and 参加するには introduces what is needed to participate.

Examples

Excuse me, when is the town festival?
It is this coming Saturday.
Where will it take place?
It will take place in the park near the station.
What time does it start?
It starts at two in the afternoon.
Do I need to register to participate?

Watch out

Do not confuse から, the starting point, with まで, the endpoint. A time or place in this exchange is only an example, not a festival schedule.
