Use 基づく to identify the basis of a statement or action.

The idea

基づく is an intransitive godan verb. Mark the basis with に: データに基づく. Use に基づいて before a following action, に基づく before a noun, and に基づいています for an existing basis.

Watch out

Do not mark the basis with を. 基づいて is the て form, while 基づく directly modifies a noun; 基づいて判断 needs a different construction.
