The idea

Ask 休憩は何時からですか to find out when a break starts. Answer with a clock time followed by からです. To ask how long it lasts, use 何分ですか; 三十分です gives a thirty-minute duration.

Watch out

何時 asks for a clock time; 何分 asks for a duration in minutes. から marks the start, whereas まで marks the end.
