Write a concise argument for extending library hours.
The idea
State your position with と考える and give a reason with からだ. Use 確かに to acknowledge a plausible objection, then しかし to answer it. 例えば introduces a concrete proposal; したがって draws a conclusion from the preceding argument.
Examples
I believe the library should extend its opening hours.
That is because people could use it after work.
Admittedly, there is concern that staffing costs will rise.
However, extending hours only two days a week rather than every day could contain costs.
For example, why not try it on days with many visitors?
Therefore, it is worth trying the extension while monitoring costs.

Watch out
A concession is not your final position. Address the actual concern: a two-day trial may limit costs, but does not prove it will pay for itself. Keep the plain written style consistent.
