Read the examples as parts of an argument, not as isolated vocabulary.
The idea
Mark the claim, its evidence and any opposing view. 確かに concedes a point; しかし can introduce the writer’s qualification. Follow references such as それ and check the scope of words like 半数 and とは限らない before summarizing the conclusion.
Examples
The number of users increased, but that alone does not mean it was a success.
Certainly, costs fell. However, quality also declined.
In the survey, half the respondents agreed. Therefore, not everyone agreed.
Some consider it convenient, but the author questions its safety.
This result is only an example from one school and does not necessarily apply nationwide.
The problem lies not in the technology itself but in how it is used.

Watch out
A view introduced with という意見 is not necessarily the author’s view. Nor does a concession mean the author accepts the whole argument.
