A whisper reaches people you did not expect to hear it. Both bile and dahi can single out those surprising listeners; their difference here is mainly one of tone.
The idea
For “even”, put bile or dahi after the word or phrase you highlight: komşular bile, komşular dahi. Both are separate, unchanging words. bile is usual in everyday conversation; dahi often sounds more formal or literary, but it is not restricted to writing. With a negative verb, both can express “not even”: bir kelime bile söylenmedi. The particle does not supply the negation; the verb does.

Watch out
Do not replace every bile with dahi. In Çay soğudu bile, the tea is already cold, perhaps sooner than expected; dahi is not a neutral substitute for that time meaning. Compare Çay bile soğudu: here the tea is the surprising item. Keep the highlighted phrase and its particle together when moving them.
Try it yourself

dahi
dahi: the task asks for a more formal retelling of the same silence. bile is grammatical too, but would not make the requested change; söylenmedi keeps the sentence negative.
Çay soğudu ___. Fill the gap: the tea has already gone cold, sooner than expected.
