Municipal notices often tell residents where and when to complete a procedure. These examples form an imagined notice.
The idea
お知らせ is a notice, 申請 an application and 窓口 a service counter. 受付 names reception or acceptance, 締切 the deadline, and 問い合わせ an inquiry. Look for から after a starting time and the date before 締切.
Examples
This is a notice from city hall.
You can apply at the service counter.
Reception starts at nine in the morning.
The deadline is May 10.
Please bring the necessary documents.
Please direct inquiries to city hall.

Watch out
受付 can mean the act of receiving applications or the reception desk; the context tells you which. A deadline is not necessarily the start of reception.
