会う describes meeting someone; 見る describes seeing or looking at someone or something.

The idea

The person met normally takes に: 友達に会います. The person or thing seen normally takes を: 駅で友達を見ました. Seeing someone does not by itself say whether you met or spoke. A meeting can be planned or accidental, and need not be a first meeting.

Watch out

English “see a friend” can mean either meet or catch sight of them. Choose the Japanese verb from the situation, not the English word alone; 友達を見る is not the usual way to say you met a friend.
