に対して links an action to its target or contrasts two facts; にとって introduces the viewpoint of a judgment.
The idea

Watch out
English “for” can translate both, but a recipient of an action is not necessarily the viewpoint of a judgment. に対して can also contrast clauses, a use にとって does not share.
