しかし introduces a contrasting statement; ただし qualifies the preceding statement.
The idea
Use しかし between statements when the second contrasts with what the first might lead you to expect. Use ただし after a general statement to add a condition, restriction or exception: free participation may still require a reservation.

Watch out
Both can translate as “however”, but ただし does not simply report an opposing outcome. It limits how the first statement applies; しかし alone does not signal that a rule has an exception.
