Both verbs describe something coming into being, but their typical contexts differ.
The idea
生じる often presents an abstract result or difference arising from a cause: 疑問が生じる or 差が生じる. 発生する often reports an event or phenomenon, such as an earthquake or a fire. Both are intransitive and take が for what arises; problems can occur with either.
| Expression | Typical context |
|---|---|
| 生じる | 差・疑問 |
| 発生する | 地震・火災 |

Watch out
Do not treat the distinction as an absolute rule: 問題が生じる and 問題が発生する are both natural. The former can emphasize an ensuing consequence, while the latter reports an occurrence.
