Read the passage about a town library and follow the author’s reasoning across paragraphs.
The idea
The first paragraph presents a proposed cut and questions a judgment based on numbers alone. The survey supplies evidence; つまり introduces a possible interpretation, not a proven cause. もちろん concedes a cost, while それでも leads to a limited trial.
Read the text
Examples
The town library considered shortening its opening hours because the number of users had fallen.
However, would it not be hasty to judge by the numbers alone?
A recent survey found that many people who wanted to visit after work could not arrive before closing.
In other words, low use may reflect time constraints rather than a lack of interest.
Of course, extending the hours would increase staffing costs.
Even so, the library should first extend its hours just one day a week and check changes in costs and use.
