Use 決まる for dates, plans and other matters that become settled.

The idea

決まる is an intransitive godan verb: the matter decided takes が. 決まっています can describe a settled state or an established rule; 決まっていません means it is not yet settled.

Watch out

Do not use を for the thing decided with 決まる. With transitive 決める, the person deciding is the subject and the matter takes を.
