A clear update gives both the old and new start times and says whether the location also changed.
The idea
Use 時間が変わりました to announce the change. In 二時から三時に変わりました, から marks the old time and に the new one. Ask 大丈夫ですか and invite anyone with a conflict to let you know.

Watch out
A time change does not necessarily mean a location change. Say explicitly if the place is unchanged, and specify morning or afternoon when needed.
