With çevre, context decides whether you mean the environment, the area around a place or a circle of people. You will follow the same noun through these meanings and choose its form from its role in the sentence.

The idea

The stem keeps its final e: çevreyi, çevreye, çevrenin. Compare çevrem (my surroundings or circle) with çevresi (his/her surroundings or circle). In kütüphanenin çevresi, the surroundings belong to the library; adding direction gives kütüphanenin çevresine. The plural çevreler can refer to several environments or social circles, rather than just more people in one circle.

Watch out

Do not replace çevresine with çevreye when naming the surroundings of something. Çevreye zarar vermek means to harm the environment; kütüphanenin çevresine means to the area around the library. The latter keeps the possessive -si and adds n before the case ending.
