Use にかかわらず when the following statement applies irrespective of a condition.
The idea
Attach it to a noun, as in 年齢にかかわらず, or to a paired question such as 参加するかしないかにかかわらず. The latter covers both possibilities. It is common in formal notices.
| Pattern | Example |
|---|---|
| 名詞+にかかわらず | 年齢にかかわらず |
| するかしないか+にかかわらず | 参加するかしないかにかかわらず |

Watch out
Do not read the negative ず as negating the main statement: it means the condition makes no difference. A single か clause does not express the paired pattern shown here.
