The idea

Examples
People tend to think that adding books is enough to increase library use.
However, even with books available, people cannot use them if opening hours are short.
In one town, when closing was delayed by an hour, more people visited after work.
This example shows that the number of books alone does not determine ease of access.
What matters is finding out when local people can use the library.
In short, libraries need not only more books but also hours that fit people’s lives.
