The idea

解決する is a する verb. Mark the problem with を when someone resolves it; with が, the problem itself can be presented as resolved. Conjugate する: 解決します, 解決して, 解決できる.

Watch out

解決する means bringing a problem to a resolution, not merely understanding it: use 分かる for understanding. 解決しました can describe a resolved state without naming who acted.
