A team can discuss a plan without carrying it out. Use uygulamak when the plan, technique or rule is actually put into practice. You will also describe what it is applied to and recognise the passive form.
The idea
Bir yöntemi bir soruna uygulamak means to apply a method to a problem: the specific method takes the accusative, while the target takes the dative. The target can be omitted when it is clear. Learn the contrast uyguluyorum / uygulamıyorum: the positive present loses the final a of uygula-, but the negative keeps it before -mıyor. In kural uygulanıyor, the rule is the subject of a passive verb; the person applying it need not be named.
| Person | Present continuous | Past | Future | Aorist | Negative present |
|---|---|---|---|---|---|
| ben | uyguluyorum | uyguladım | uygulayacağım | uygularım | uygulamıyorum |
| sen | uyguluyorsun | uyguladın | uygulayacaksın | uygularsın | uygulamıyorsun |
| o | uyguluyor | uyguladı | uygulayacak | uygular | uygulamıyor |
| biz | uyguluyoruz | uyguladık | uygulayacağız | uygularız | uygulamıyoruz |
| siz | uyguluyorsunuz | uyguladınız | uygulayacaksınız | uygularsınız | uygulamıyorsunuz |
| onlar | uyguluyorlar | uyguladılar | uygulayacaklar | uygularlar | uygulamıyorlar |

Watch out
Uygulamak does not mean submitting an application. For applying to a course, use kursa başvurmak. Also distinguish kuralı uygulamak (put a rule into effect) from kurala uymak (comply with a rule): following a rule and enforcing it are different actions.
