Use に足る for a formal assessment that something deserves an action or meets a sufficient standard.

The idea

Attach に足る to a verbal noun such as 信頼 or to a dictionary-form verb such as 検討する. Before a noun use に足る; as a predicate use に足ります, or に足りません for a negative judgment.

Watch out

This is a judgment of worth or sufficiency, not simply ability. 信頼に足りない means unworthy of trust; it does not mean someone cannot trust.
