Japanese をめぐって: disputes and debate

The idea

Attach をめぐって to a noun and follow it with a clause: 予算をめぐって話し合う. Before a noun, use をめぐる: 土地利用をめぐる議論. The issue need not involve a fight; a discussion or briefing also works.

Examples

• 新あたらしい駅えきの場所ばしょをめぐって、住民じゅうみんの意見いけんが分わかれています。Residents are divided over the location of the new station.
• 予算よさんをめぐって、二ふたつの部署ぶしょが話はなし合あいました。Two departments discussed the budget.
• 土地とちの利用りようをめぐる議論ぎろんが続つづいています。The debate over land use continues.
• 両国りょうこくは資源しげんをめぐって対立たいりつしています。The two countries are in conflict over resources.
• 公園こうえんの再開発さいかいはつをめぐる説明会せつめいかいが開ひらかれました。An information meeting was held about the redevelopment of the park.
• 契約けいやくの条件じょうけんをめぐって、会社かいしゃと組合くみあいが交渉こうしょうしています。The company and the union are negotiating over the contract terms.

Watch out

Unlike the broader について, をめぐって highlights an issue around which events or differing positions develop. It does not itself say who is right or guarantee a dispute.
