The idea

見合わせ means service is suspended; 見込んでおります gives an estimate, not a promise. The bus leaves from the south exit, while refunds are handled at the counter if the trip is cancelled today.

• 本日ほんじつ、中央線ちゅうおうせんは設備せつび点検てんけんのため、運転うんてんを見合みあわせております。Today, the Central Line is suspended for an equipment inspection.
• 運転うんてん再開さいかいは午後ごご三時さんじごろを見込みこんでおりますが、状況じょうきょうにより変更へんこうされる場合ばあいがございます。Service is expected to resume around 3 p.m., but this may change depending on the situation.
• お急いそぎの方かたは、南口みなみぐちから代行だいこうバスをご利用りようください。Passengers in a hurry should use the replacement bus from the south exit.
• バスは東駅ひがしえきまで約やく二十分にじゅっぷんおきに出発しゅっぱつします。Buses depart for Higashi Station approximately every twenty minutes.
• 本日中ほんじつちゅうにご旅行りょこうを取とりやめる場合ばあいは、窓口まどぐちで払はらい戻もどしを承うけたまわります。If you cancel your trip today, refunds are available at the counter.
• 新あたらしい情報じょうほうは、駅えきの掲示板けいじばんでもお知しらせいたします。Updated information will also be posted on the station noticeboard.

Watch out

The twenty minutes describe the interval between buses, not the journey time. The 3 p.m. estimate can change.
