A neighbourhood and an apartment building have different points of contact. You will distinguish muhtar, muhtarlık and apartman yönetimi, then extract a fee, a deadline and an included service from a short notice. The notice and its figures are invented for language practice.
The idea
The muhtar deals with shared neighbourhood needs and relations with the municipality; muhtarlık names the office or institution. Apartman yönetimi means building management, and aidat here is a contribution towards shared building expenses, ortak giderler. Read a fee notice by separating the amount from son ödeme tarihi (payment deadline) and checking each item marked dahil (included) or dahil değil (not included).

Watch out
Do not treat muhtar and apartman yöneticisi as interchangeable job titles. Also, aidat does not by itself tell you which services the sum covers: the practice notice includes cleaning but explicitly excludes heating. Its amount and date are details of this invented notice, not a general tariff or deadline.
