Karşılamak can describe receiving an arriving person, supplying what is needed, or reacting to news. Use the object and the surrounding words to choose the meaning; a welcoming gesture is only one possibility.
The idea
Karşılamak is transitive: seni karşılamak means to welcome or meet you on arrival, masrafları karşılamak to cover the expenses, and ihtiyacı karşılamak to meet the need. In haberi sevinçle karşılamak, the news is the object and sevinçle tells you how it is received. The stem karşıla- gives karşılıyorum, but karşıladım and karşılayacağım. Useful negatives are karşılamıyorum and karşılamam; the question is written karşılıyor musun?.

Watch out
Do not confuse seni karşılamak with seninle karşılaşmak, to encounter you or run into you. The arriving person is a direct object, not a companion marked with -le. Also, beklentileri karşılamak means to meet expectations, not to greet them.
