Use と言える when evidence or a stated viewpoint supports a conclusion that can reasonably be made.
The idea
Place と言える after a plain clause: 有効だと言える or 起きなかったと言える. State the basis with から or the scope with の面では. The polite ending is と言えます; とは言えません denies that the claim can be made.
| Conclusion | Qualified judgment |
|---|---|
Examples

At least in this experiment, we can say that no problems occurred.
The increase in participants can be said to show strong interest in this project.
From this material alone, we cannot say that the cause is clear.
In terms of cost, this proposal can be said to be the most practical.
One success alone does not mean we can say it will always go well.

Watch out
This is a judgment, not a report of someone’s words. It does not promise certainty: 言い切れる makes a stronger, categorical claim. A negative conclusion does not automatically assert the opposite.
